01 · 정의

AICR is a machine-readable rights declaration layer. It lets a publisher state — per site, per path, or per resource — whether AI systems may read, summarize, quote, retrieve (RAG), transform, train on, commercially use, or redistribute content, and under which conditions such as attribution, retention limits, or contact-based licensing. Where robots.txt only says "crawl or don't", AICR carries the semantics of rights. Content Permission ⇏ Agent Action Authority: an AICR grant over content does not by itself authorize an Agent to write to a database, publish, execute code, or transact — see AARS and AADP.

02 · 목적

robots.txt의 이진적 허용/거부를 단계적이고 용도별로 구체적인 권한으로 대체합니다.
창작자와 퍼블리셔에게 읽기와 인용에는 열려 있으면서 학습권과 상업적 권리는 유보할 수 있는 표준적 방법을 제공합니다.
AI 시스템에 규정을 준수하는 콘텐츠 이용을 위한, 발견 가능하고 감사 가능한 근거를 제공합니다.
AICL 라이선싱 흐름이 실행의 근거로 삼는 권리 기반의 역할을 합니다.

03 · 범위

read_access — AI가 콘텐츠를 가져와 읽을 수 있는지 여부

summarization — 출처 표기 여부를 포함한 요약

quotation — 발췌 제한과 출처 표기 규칙

rag_use — 검색 증강 생성, 보존 기간

transformation — 구조화 추출과 파생 저작물

training — 모델 학습 및 파인튜닝 허가

commercial_use — 콘텐츠의 상업적 활용

redistribution — 콘텐츠 또는 파생물의 재공개·재배포

05 · 한계

AICR은 선언이지 집행 메커니즘이 아닙니다 — 준수 여부는 AI 시스템이 이를 존중하기로 선택하는지(또는 요구받는지)에 달려 있습니다.
이는 개방형 연구 초안이며, 채택된 산업 표준이나 법적 표준이 아닙니다.
필드 이름과 의미론은 초안 버전 간에 변경될 수 있습니다.
