01 · تعریف

AIRS is the conceptual model underneath AICR and AILP: it holds that AI use of content cannot be governed by a single allow/deny bit. Reading, summarizing, retrieving, transforming, fine-tuning, training, and redistributing are different acts with different depths, uses, and economic weight. AIRS arranges them as a spectrum of levels, each of which can be separately permitted, priced, conditioned, and audited — making rights proportional, use-specific, and trackable. AIRS governs the content-and-learning rights plane only; it does not extend into whether an Agent may act on external systems (AARS) or who authorized that Agent (AADP).

02 · هدف

• جایگزینی دوگانگی نادرست «باز در برابر بسته» با سطوح درجه‌بندی‌شدهٔ دسترسی هوش مصنوعی.
• به ناشران امکان می‌دهد در سطوح سطحی حداکثر گشودگی را حفظ کنند و در عین حال سطوح عمیق (آموزش، بازتوزیع) را محفوظ نگه دارند.
• فراهم‌کردن واژگان مشترکی که اعلان‌های AICR و مجوزهای AICL به آن ارجاع می‌دهند.
• هر سطح را به‌طور مستقل قابل ممیزی و قیمت‌گذاری می‌سازد.

05 · محدودیت‌ها

• این هشت سطح یک مدل پژوهشی است — حقوق در دنیای واقعی ممکن است به تقسیم‌بندی‌های دقیق‌تر یا متفاوتی نیاز داشته باشد.
• ترتیب سطوح، عمق/وزن اقتصادیِ معمول را بازنمایی می‌کند، نه یک سلسله‌مراتب حقوقی.
• AIRS معنای حقوق را توصیف می‌کند؛ خودش پایبندی را اجرا یا راستی‌آزمایی نمی‌کند.
• v0.1.1: reaching Level 7 on this spectrum still says nothing about Agent action rights or authority — a full Agent workflow may need independent compatibility across AIRS/AILP, AARS, and AADP.
