01 · Định nghĩa

AILP operationalizes the AIRS spectrum for the specific question of learning. It distinguishes acts that binary crawler rules collapse together: being read is not being learned from; being retrieved is not being trained on; fine-tuning is not distillation; verbatim memorization is different from statistical internalization. AILP lets a publisher declare, in a single machine-readable file, per-dimension permissions — access, indexing, inference input, embedding, training, fine-tuning, distillation, memory, output, attribution and compensation — each as allowed, denied, or license-required. An AILP grant answers "may AI learn from this content?" only — it does not answer "may this Agent invoke a tool, write to a database, or publish?" (AARS), nor "who authorized this Agent?" (AADP).

02 · Mục đích

Trả lời câu hỏi “AI có được học từ nội dung này không?” với độ chính xác ở cấp độ từng chiều, thay vì một bit thu thập dữ liệu đơn giản.
Tách quyền học tập (nội hóa vào mô hình) khỏi quyền truy cập (lấy trang).
Hỗ trợ các mô hình đền bù: miễn phí, phi thương mại, cần giấy phép, chia sẻ doanh thu.
Đảm bảo sự cởi mở có thể thực thi bằng máy — để thiện chí không bị loại bỏ vì bị coi là bất định về mặt pháp lý.

03 · Phạm vi

access / indexing — lấy dữ liệu và lập chỉ mục ngữ nghĩa

inference_input — sử dụng làm ngữ cảnh tại thời điểm suy luận (RAG)

embedding — vector hóa và chỉ mục truy xuất

training / fine_tuning / distillation — các bậc nội hóa mô hình

verbatim_memory — liệu việc tái tạo nguyên văn có được phép hay không

attribution / compensation — nghĩa vụ trích dẫn và điều khoản thanh toán

05 · Giới hạn

Ngữ nghĩa của quyền học tập là điều khó xác minh nhất về mặt kỹ thuật — AILP khai báo chủ đích, nhưng chưa thể chứng minh sự tuân thủ.
Danh sách các chiều vẫn là bản thảo; ranh giới giữa huấn luyện, tinh chỉnh và chưng cất vẫn còn đang tranh luận.
Sự công nhận pháp lý đối với quyền học tập khác nhau tùy theo khu vực tài phán và chưa được giải quyết.
