01 · 定義
AICR is a machine-readable rights declaration layer. It lets a publisher state — per site, per path, or per resource — whether AI systems may read, summarize, quote, retrieve (RAG), transform, train on, commercially use, or redistribute content, and under which conditions such as attribution, retention limits, or contact-based licensing. Where robots.txt only says "crawl or don't", AICR carries the semantics of rights. Content Permission ⇏ Agent Action Authority: an AICR grant over content does not by itself authorize an Agent to write to a database, publish, execute code, or transact — see AARS and AADP.
02 · 目的
- robots.txt の二値の許可/拒否を、段階的で用途特定的な許可に置き換えます。
- クリエイターとパブリッシャーに、読取と引用には開かれたまま、訓練と商用の権利を留保する標準的な方法を与えます。
- AI システムに、発見可能で監査可能な、コンプライアンスに沿ったコンテンツ利用の基盤を与えます。
- AICL のライセンスフローが実行の拠り所とする権利基盤の役割を果たします。
03 · 範囲
read_access — AI がコンテンツを取得・読取してよいか
summarization — 要約(出典表示の有無を指定)
quotation — 抜粋制限と出典表示ルール
rag_use — 検索拡張生成、保持期間
transformation — 構造化抽出と派生著作物
training — モデル訓練とファインチューニングの許可
commercial_use — コンテンツの商業的利用
redistribution — コンテンツや派生物の再公開・再配布

- AICR は宣言であり、強制メカニズムではありません — 遵守は、AI システムがそれを尊重することを選ぶ(または義務づけられる)かどうかに依存します。
- これはオープンな研究草案であり、採択された業界標準や法的標準ではありません。
- それ自体が著作権紛争を解決したり、宣言の法的効力を定義したりするものではありません。
- フィールド名とセマンティクスは、草案バージョン間で変更される可能性があります。
- v0.1.1: an AICR grant does not imply Agent action or authority — content, action, and authority are three separately evaluable planes (AICR/AICL, AARS, AADP).
