01 · הגדרה

AICR is a machine-readable rights declaration layer. It lets a publisher state — per site, per path, or per resource — whether AI systems may read, summarize, quote, retrieve (RAG), transform, train on, commercially use, or redistribute content, and under which conditions such as attribution, retention limits, or contact-based licensing. Where robots.txt only says "crawl or don't", AICR carries the semantics of rights. Content Permission ⇏ Agent Action Authority: an AICR grant over content does not by itself authorize an Agent to write to a database, publish, execute code, or transact — see AARS and AADP.

02 · מטרה

• להחליף את הבחירה הבינארית של מותר/אסור ב-robots.txt בהיתרים מדורגים וייעודיים-שימוש.
• לתת ליוצרים ולמו״לים דרך תקנית לשמור על זכויות אימון וזכויות מסחריות תוך שמירה על פתיחות לקריאה ולציטוט.
• לתת למערכות בינה מלאכותית בסיס גלוי וניתן לביקורת לשימוש תואם בתוכן.
• לשמש כבסיס הזכויות שתהליכי הרישוי של AICL פועלים כנגדו.

05 · מגבלות

• AICR היא הצהרה, לא מנגנון אכיפה — ציות תלוי בכך שמערכות בינה מלאכותית בוחרות (או מחויבות) לכבד אותה.
• מדובר בטיוטת מחקר פתוחה, לא בתקן תעשייתי או משפטי מאומץ.
• הוא אינו פותר כשלעצמו סכסוכי זכויות יוצרים ואינו קובע את המשקל המשפטי של הצהרה.
• שמות שדות והסמנטיקה שלהם עשויים להשתנות בין גרסאות הטיוטה.
• v0.1.1: an AICR grant does not imply Agent action or authority — content, action, and authority are three separately evaluable planes (AICR/AICL, AARS, AADP).
